Susuyai Shrine is a Zonai-wheel tutorial in the ruins of central Hyrule Field: everything moves once you hit a wheel, so the puzzle is pointing things the right way first.
1. Open the Chest on the Vehicle
Chest first: one of the three wandering vehicles in the first section carries a chest. Grab the vehicle with Ultrahand and open it: Arrow ×5.

2. Carry a Vehicle Forward
Carry one vehicle with you across to the next section.
Lay it on its back so it stays put, and hit it once to stop the wheels.

3. Cross the Big Roller
The big roller: flip the vehicle wheels-down with the wheel arrows pointing toward the roller, climb on, hit a wheel — it drives straight across.

4. Open the Gate with the Steering Device
The gate: detach one wheel and mount it on the steering device on the right; hit it to spin, and the gate to the last room opens.

5. Ride the Rail to the Altar
The ride: in the last room, take a wheel from the left, set it on the rails and attach it to the hanging platform. Stand on the platform, hit it, and the wheel pulls you across to the altar.

How do I cross the big roller in Susuyai Shrine?
Bring a vehicle from the first section, set it wheels-down with the wheel arrows pointing at the roller, climb on and hit a wheel. The cart drives across the spinning roller on its own.
