TotK Lucky Clover Gazette: All 12 Penn Quests

Find every Penn quest in Tears of the Kingdom: all 12 stables, walkthroughs, fixes for missed steps, rupee rewards, and the Froggy armor milestones.

Where is the Lucky Clover Gazette, and how do you start?

In The Legend of Zelda: Tears of the Kingdom, the Lucky Clover Gazette occupies the former stable beside the road east of Rito Village, before the village entrance. Its coordinates are approximately -3257, 1764, 0119. Go inside and speak with Traysi, beside the table, and Penn to begin Potential Princess Sightings! Finish your follow-up conversation with Penn outside before heading to the stables.

This assignment is the umbrella quest. The 12 investigations below are what count toward the armor rewards. The Side Adventures list includes 13 Gazette entries: one umbrella quest and 12 investigations. You do not need to find a thirteenth quest stable.

Bring your paraglider, bows, arrows, combat weapons, and food for hearts and stamina. Pack cold protection for Snowfield Stable. Riverside Stable also needs one Raw Meat, one Hylian Rice, and one Rock Salt. Woodland Stable is a useful early choice if you want to unlock armor upgrades; otherwise, investigate as you explore.

Which 12 stables have Penn quests?

The numbers match the walkthroughs below; they are not a required order. Every completed investigation counts toward the Froggy set. Use the reward table near the end for the exact payment at each milestone.

How do you complete every stable investigation?

1. Dueling Peaks Stable: Princess Zelda Kidnapped?!

Start: Penn is perched on the highest part of the stable’s horse-shaped roof. Climb up, or use Ascend beneath a suitable overhang and finish the climb to the top.

  1. Speak with Penn about the kidnapping and the clue pointing toward Dueling Peaks.
  2. Travel west to Dueling Peaks. Search the inward-facing hollow of the southern peak, above the river, for a cage surrounded by torches. Staying on the valley floor will not lead you to it.
  3. Lift the cage with Ultrahand, then speak with the person inside.
  4. Defeat the Yiga ambush and report to Penn when he arrives.

If stuck: When Traysi points you here, check the roof before assuming Penn is absent. At the cage, lift the whole structure instead of trying to break a lock. Reward: The rupees and milestone reward for your current investigation count.

2. Tabantha Bridge Stable: White Goats Gone Missing

Start: Find Penn beside the empty goat pen, then speak with the goats’ caretaker, Chork.

  1. Learn about the feed and look for Hylian Pine Cones outside the pen.
  2. Follow the trail east from the stable. If you lose it, return to the last cone and look low through the grass; Ultrahand can help highlight movable objects.
  3. At the herd, examine the recipe bottle beside the goats so Chork can check what went wrong.
  4. Finish the conversation and tell Penn what happened.

If stuck: Finding the herd is not the final interaction: inspect the bottle. You do not have to herd every goat back yourself. Reward: Rupees and investigation progress.

3. Riverside Stable: Gourmets Gone Missing

Start: Talk to Penn outside, then find Gotter, who is waiting for his guests.

  1. Head south across Owlan Bridge, then follow the road east toward the cooking camp near Batrea Lake.
  2. Speak with Agus beside the tree and read the recipe book next to the cooking pot.
  3. Cook Raw Meat ×1, Hylian Rice ×1, and Rock Salt ×1 together to make a Meat and Rice Bowl.
  4. Give the finished meal to Agus through dialogue. The travelers recover, and Penn can finish his story.

If stuck: Hand over the cooked bowl, not raw ingredients. Use the three ingredients above without monster parts, and cook in a pot rather than roasting them over a flame. Reward: Penn’s rupees and progress, plus Raw Gourmet Meat, Hylian Rice, and Rock Salt from the gourmets.

4. Wetland Stable: The Missing Farm Tools

Start: Speak with Penn outside the stable, then find Izra at the river dock to the northwest.

  1. Ask about the tools and agree to take Izra downstream to Floret Sandbar.
  2. Use the raft at the dock. Attach the nearby Fan and Steering Stick; point the Fan’s airflow behind the raft to propel it forward.
  3. Speak with Izra again and make sure he boards. Cut the rope holding the raft before setting off.
  4. Follow the river downstream, steer around fallen ruins, and approach the dock at Floret Sandbar to trigger the conversation with Magda.

If stuck: Check the mooring rope if the raft will not move. If arrival does not trigger the scene, make sure Izra is aboard and approach the dock closely. The objective is transporting him, not searching the stable for individual tools. Reward: Rupees and investigation progress.

5. New Serenne Stable: The Beast and the Princess

Start: Speak with Penn near the stable entrance about a huge beast carrying the princess.

  1. The subtropical clue points to the far south: head toward Lakeside Stable.
  2. Look north across the river valley from Lakeside Stable for the Dondon enclosure. Cross over and find their caretaker, Cima.
  3. Ask about the animals and the princess, finish the conversation, and explain the findings to Penn.

If stuck: The destination is far from New Serenne Stable. If you met the Dondons earlier, check your Adventure Log after accepting the quest; if it asks you to return to Cima, speak with her again. Reward: Rupees and investigation progress. You do not need to fight or transport the animals.

6. Outskirt Stable: The Beckoning Woman

Start: Find Penn speaking with Nell beside the stable and hear about the woman asking travelers for help.

  1. Follow the road south to the three-way intersection. Speak with Ralera beneath the tree and agree to help.
  2. Follow her directions east, pass the monster camp, and speak with her again.
  3. Climb to the fallen debris on the cliff she indicates. Talk to her at the top for the next destination.
  4. Glide to the debris on the opposite cliff, speak with her, defeat the Yiga ambush, and report to Penn.

If stuck: Finish the dialogue at every stop instead of going straight to the final location. Track the quest to check the current stage. Rest during the climb and bring stamina food if needed. Reward: Rupees and investigation progress.

7. Snowfield Stable: Zelda’s Golden Horse

Start: Talk to Penn and Harlow beside the horse stalls.

  1. Equip cold protection and search the ruins among the horse herds in North Tabantha Snowfield, north of the stable.
  2. Give the Frost Gleeok a wide berth. Defeating it is not required.
  3. Crouch behind the golden horse, or glide onto its back from above. Mount it and press L repeatedly to soothe it; have stamina-restoring food ready before it throws you off.
  4. Ride the horse back to Snowfield Stable and speak with Harlow and Penn. Then register it.

If stuck: Spotting, photographing, or taming the horse is not enough: bring it back to Harlow. Reward: Keep the golden horse, receive the Royal Bridle and Royal Saddle, and collect Penn’s progress-based rupee payment.

8. South Akkala Stable: The All-Clucking Cucco

Start: Talk to Penn near the stable, then visit the oracle Cucco beneath the large tree on the hill behind it.

  1. Accept the first trial: reach the top of the stable’s horse-shaped roof within the time limit (under a minute, so climbing the outside is tight). Ascend through a suitable overhang to shorten the climb, then reach the horse’s head.
  2. Return and accept the second trial: bring three logs within the time limit (longer than the first). Fell three nearby trees, join the trunks with Ultrahand, and carry them up together.
  3. Speak with the Cucco again, defeat the Yiga ambush, and finish the report.

If stuck: Deliver whole logs, not bundles of wood. Bring them all the way to the Cucco rather than leaving them below the hill. If time expires, accept that trial again. Reward: Rupees and investigation progress.

9. Foothill Stable: For Our Princess!

Start: Find Penn outside the stable, near the Zonai Survey Team members wearing only their underpants.

  1. Follow the mountain road north to Foothill Monster Den, where two researchers wait at the entrance.
  2. Agree to their challenge and let them temporarily take your equipment before entering.
  3. Collect weapons inside and Fuse them with rocks or enemy drops. Pick off isolated enemies and clear the cave.
  4. Report to the researchers at the entrance, recover your equipment, then return to Foothill Stable and speak with the team to resolve the misunderstanding.

If stuck: Clearing the cave is only part of the quest; the return conversation at the stable is required. Heal before accepting the challenge, since your usual equipment will not be available. Reward: Rupees and investigation progress.

10. Highland Stable: An Eerie Voice

Start: Speak with Penn outside the stable about the voice heard at night on Fural Plain, to the northwest.

  1. If it is daytime, rest by a fire or stay at the stable until night.
  2. Talk to Penn again and agree to investigate. Go to where he flies and meet him there.
  3. Continue northwest toward the louder voice and find Haran Lakefront Well.
  4. Drop inside, approach Sagessa, and finish the conversation about her singing before reporting the explanation to Penn.

If stuck: Investigate at night. The destination is the well out on the plain, not the stable’s own well. You do not have to discard weapons in response to the song. Reward: Rupees and investigation progress; afterward, you may also collect the weapons Sagessa gathered in the well.

11. Gerudo Canyon Stable: The Blocked Well

Start: Find Penn beside the well near the stable and ask why the princess prohibited its use.

  1. Drop into the well next to him and break the rock barrier with a rock-breaking weapon.
  2. Enter the chamber beyond and defeat its monsters.
  3. Check the whole cave, including walls and elevated spots, for any surviving enemies. Clearing them triggers Penn’s follow-up.

If stuck: Breaking the rocks alone does not finish the task; the monster den is beyond them. Start from the well Penn stands beside to avoid searching the wrong one. Reward: Rupees and investigation progress.

12. Woodland Stable: Serenade to a Great Fairy

Start: Join the Gazette investigation first, then meet Penn and the Stable Trotters, Mastro and Violynne, outside Woodland Stable.

  1. Use Ultrahand to put the two nearby wheels back on the musicians’ wagon.
  2. Accumulate three Pony Points and claim the Towing Harness from a stable’s rewards ledger. First-time stable visits, horse registration, and lodging earn points.
  3. Take out a horse that can equip the harness, have it fitted at the counter, and attach the harness to the wagon’s front using Ultrahand.
  4. Speak with the musicians to board them, then slowly tow the wagon up the road to the Great Fairy’s bud northwest of the stable. Approach to trigger the performance.

If stuck: A repaired wagon is not enough: board the musicians before moving. If the harness is missing, check that you claimed the reward and equipped your horse. Avoid sharp turns, collisions, or overturning the wagon. Reward: Story progress and rupees, plus access to Tera and armor upgrades. See the Great Fairy guide for the other troupe quests.

When do you get Froggy armor and rupee rewards?

Payments depend on how many investigations you have finished, not which stable you visit. If The Missing Farm Tools is your fourth completed story, for example, its payout includes the Froggy Sleeve.

After the twelfth investigation, the umbrella quest tells you to return to the newspaper. Speak with Traysi at the Lucky Clover Gazette to collect the Hood and complete Potential Princess Sightings! Penn does not hand over the Hood at the final stable.

Slip Resistance reduces slipping; it is not the same as Slip Proof. Upgrade all three pieces to at least two stars and wear them together for that set bonus. The Froggy set guide has the upgrade materials; sticky cooking can help while you assemble the set.

What if one quest or Penn is missing?

  1. Ask Traysi. Return to the Gazette for a lead on an outstanding investigation instead of searching every stable again.
  2. Check the Side Adventures tab. Match the 12 exact quest names above. Accepting a task, reaching its destination, and completing it are different stages.
  3. Check commonly missed steps. Look on the Dueling Peaks roof, return to Foothill Stable after the cave fight, investigate Highland Stable at night, and return to Traysi for the final turn-in.
  4. Do not count Lakeside Stable twice. It is the destination for The Beast and the Princess, which starts at New Serenne Stable. The other Great Fairy serenades are also separate from these 12 investigations.

Are there 12 or 13 Lucky Clover Gazette quests?
There are 12 stable investigations with Penn. Adding Traysi’s umbrella quest, Potential Princess Sightings!, makes 13 Side Adventures in the Adventure Log. Froggy armor progress counts the 12 investigations.
How many quests unlock each Froggy armor piece?
Penn gives the Froggy Sleeve after four completed investigations and the Froggy Leggings after nine. Complete all 12, then return to Traysi at the Lucky Clover Gazette for the Froggy Hood.
Why is Penn missing from Dueling Peaks Stable?
Look on top of the horse-shaped roof, not beside the stable counter. Climb the roof or use Ascend beneath a suitable overhang, then climb to the highest point.
Do Penn’s quests have to be done in order?
No. Accept the Gazette assignment and finish speaking with Penn first, then choose whichever stable suits your route. Rupee payments and armor milestones depend on the number completed, not the stable.
