The Desert Voe set is the heat set for the Gerudo Desert. It is sold behind a locked door, so buying it starts with a small side quest in Gerudo Town. For every set see all armor; for the Great Fairies see armor upgrade materials.
Where do you buy the Desert Voe set?
All three pieces are sold at the Gerudo Secret Club in Gerudo Town, run by Greta (Game8, Zelda Dungeon). Getting into Gerudo Town itself needs the Gerudo set.

How do you get into the Gerudo Secret Club?
The club’s door on the east side of Gerudo Town is locked, and Greta wants a password. That starts the side quest The Secret Club’s Secret. Zelda Dungeon: three Gerudo talk about the club in the lounge of The Noble Canteen; listen at the window next door and you learn the password, GSC. The same shop sells the Radiant set.

Zelda Dungeon: Shock Damage Resist “grants Level 2 Shock Resistance”. Each piece on its own gives Heat Resistance; Zelda Dungeon adds that the pieces stack to a maximum of Level 2.

When should you wear the Desert Voe set?
In hot places such as the Gerudo Desert by day. Heat Resistance is not flame protection: near lava you need the Flamebreaker set. Shock Damage Resist reduces electric damage; the Rubber set negates it completely.
